Is there a reading plan to read the Bible in a short amount of time
Also should I take annotations or is that blasphemous

I think the best reading plan is the Robert M. M'Cheyne plan. It takes you through the Old Testament once and the New Testament and Psalms twice in one year.

Mark up your Bible all you want.

It's impossible to understand the scriptures properly because it's spiritually discerned. You're supposed to first believe on the Lord Jesus Christ, and get saved then you'll be able to understand because you'll have the indwelling of the Holy Spirit within you. Watch the video until the end, and read the book of John in kjv, then finish the new testament. Stay far away from study bibles, footnotes, etc.

Most plans I have seen are for reading the entire text in one year. It's hard to understand that much information at once without contextualizing it, though, so you'll end up taking much longer to understand it. Especially so if you decide to read additional books about the history of the Church, Christian philosophy, etc. Going to Church regularly is in my opinion the best place to start since they not only tell you what the Gospel is but then explain it to you in a way you can implement into your everyday life so it becomes a lived experience rather than just something you read in a book.
