Remove unnecessary laws such as prostitution and drug banning and word crimes like saying Nigger. Also remove the ban on females walking around without shirts.
You also create euthanasia centers for people to kill themselves at.
Also create a unified public school curriculum that all schools follow to their best ability. Start teaching ancient greek and latin in schools. Also start teaching them painting and drawing. Put more focus on writing projects. Start having discussion time daily for kids and teachers to talk about subject material. Create a list of historically significant works to have children read and discuss instead of these random hodgepodge whatever books they can get.
Also create adult schools, like college but for high school stuff, where you can pay to get educated along side other 18+ year olds.
Also, you know the argument clinics in monty python? Real life argument clinics.
