It sounds kind of like Nietzscheian etenal recurrence mixed with semoitics and the appropriation of meaning.
There's nothing deep to that. It's just an example of somebody taking an abandoned object/idea and using it differently from how it might have originally meant to be used.
If you'd read up on these topics, you'd know that there's nothing profound or intellectual about these concepts, or any part of philosophy as a whole.
