I keep forgetting 95% of what I read, which is particularly annoying to me now that I'm reading a bunch of history books. Is there a method to remember things?

You need to practice reading "actively". It might be worth do shorter stints and then writing down your thoughts on what you read, like 5 or less minutes reading then just note down a few things that come to mind. Another thing is to make sure you're not overtired and you're eating well and aren't ill or stressed as that'll get your brain all fogged up.

If that's still too much, I can also recommend Oxford Graded Readers. I use them for adult literacy work, and it's mostly people with brain problems https://elt.oup.com/teachersclub/subjects/gradedreading/?cc=gb&selLanguage=en
You'll likely want grade 3 and up. Grade 1, if you are able to read, is tediously simple, I can somewhat read grade 2 without finding it annoying. Grade 5 is like actual literature that's been abridged and slightly simplified. They have comprehension questions/tests.

Also go for unabridged audio books if you need to, it's a technology that can help so use it, don't feel shame. There's a couple of news apps too for people recovering from brain damage that read a news article out to you and test comprehension.

Head injuries and stroke, also sometimes illnesses that develop spontaneously later in life can cause issues. They're probably classed under "migraine" or similar unless the symptoms are especially bad and have a specific pattern (if you're concerned about something it might be worth seeing a neurologist). Stuff like tumors can have these effects too, but I haven't as far as I know worked with anyone like that. Nutrition and weird nutritional requirements can also play a role, I get pretty bad and weird migraines and they're pretty much sorted with high dose riboflavin, so I probably have shitty riboflavin transporters for whatever reason. Needing more of one or more b-vitamins seems to be a common theme with migraines and brain fog and all that.

Probably 90% of my work is with people with severe developmental disorders, so low functioning autism and that sort of thing rather than brain damage per se. I can get them reading basic texts with basic comprehension most of the time, so even >>13724012 type of problems aren't a barrier if you work at it.

I have the same issue.
I was reading Plato yesterday and noticed I kept forgetting the names he wrote two pages prior.
I remembered how I could memorize poems at school and 15 minutes music cello sheets up to 18yo.

Memory is worse and worse and I'm only 32.
Taking notes is probably a good way of reading. Having a little notebook and copying the parts you enjoy the most. Maybe notes in the margin of the book itself.
I should but I don't because I read in my bed, half asleep and half drooling on my pillow. Which is a ridiculous excuse. I'm just lazy.

I rehearse conversations a lot. I was telling a former girlfriend about this because I was saying I don't narrate/say my thoughts aside from when I'm thinking about actually speaking. She got really freaked out by this and said I should stop doing it and I should be more "spontaneous".

It's great having some time to reflect and go over thoughts and all that, smart phones have killed some of this time unfortunately. Also understand why so many philosophers go for long walks.
