The idea is that the status quo policies aren't bad enough to get people to riot or protest, and therefore would be allowed to continue for a long time. If the policies became worse people wouldn't stand for it and riot or protest so they stopped.

Take for example US invasions of other countries, if we keep doing it for "humanitarian" reasons people dont see much wrong(even though there is a lot wrong with it), if it becomes worse and just outright worse then people would want to put a stop to it.
