Yes, in the way you can understand murder without killing anyone, or war without being a soldier, and so on. But the experience of something changes your depth and range of understanding. No one understands anything completely and this is why experience is important. And with love we don’t want to merely understand it but to be affected and changed by it.
Anyway what kind of love? We are most of us forced to love in some way. If you mean can we understand romantic love without experiencing it, then yes but etc re above. Analogies to other kinds of love will help understanding it.
Love means vulnerability. Some of us need to understand the latter long before the former.

It was a hot summer's day. My phone had no reception but I was soon approaching a phone line and we spoke for minutes before the eventual hours that would once cloak our phone convos.
When I returned home, she was there.
When I felt depressed, she tried to cheer me up. Like the hardass I was, I told her I didn't care. I felt nothing. But deep down I appreciated every moment of care I had.
I gave it all away because I'm an idiot though and because of my own stupid selfishness. I never told myself I was in love at the time. I didn't care. As much as I lied to myself and to her, my heart didn't.
I'll never have something as pure as that was again because I've become jaded to life. My heart was never open but it didn't need to be when you're with someone who accepts you for who you are. She's with someone else now. Lucky her.
