EEOC and affirmative action, as well as corporate diversity promotions programs all give them advantages in the calculus for HR to grant an interview at the very least. Failure to do at least this can be grounds for a lawsuit if the candidate is qualified.
I have several fake profiles, which I apply to the position with a VPN and an unassociated email address. The black female alias I use is generally offered an interview. I take steps to digitally sanitize the résumés too and alter the stylometry so that no connections are made.

I don't blame blacks. They aren't even that sizable of a group. I just am posting this to show you that your point is wrong.
