No, it is categorically wrong. Have you read 1984, or anything by Orwell for that matter? The whole point of Animal Farm was that a revolutionary vanguard of pigs could not be trusted and that a popular revolution was the only means of going beyond what Orwell and most other socialists saw as more or less identical systems of exploitation (liberalism and totalitarian state capitalism, which is why the pigs shake hands with the farmers at the end).

The animals are exploited because they are hardworking and idealistic but also uneducated and dumb. Orwell's hope was that a perpetual state of democratic socialism could be achieved by erasing the inequities of education. It's completely anti-reactionary in that it presumes the sort of blank slate, no-hierarchy liberalism that was in vogue at the time and which is now expressed as privilege theory (i.e. The elite aren't genetically nor essentially "better" than others, they just have privilege. If other people had privilege, we would all be the same, and so avoid being deceived by pigs and those like them).
