He's in love with the ending but doesn't plan ahead. The more he writes the further it drifts away. Of course if he changes the ending he has to retrofit the early foreshadowings to fit the new one. He thought he can loosen a path by adding in new characters but that's just making it worse. Now he's in a quagmire.

He already has made clear that in the case of him dying they will unearth a lead box in undisclosed location where the last 3 chapters that deal with the ending are buried IN CASE he dies before publishing them. We will get the ending in any case

I assume he's holding the book back until the show is done because it spoils some things. The last book will never be finished because he has no way to satisfactorily end it and putting out a shitty book that fans hate would be a disaster financially and it would really hurt the brand. He has spinoff TV series and comics and all sorts of other shit to worry about that are contingent on the main series so it's better to just let it go unfinished or have some other writer come in after Martin dies.
