On some level everything involving language carries misunderstanding, but it isn't the fundamental tenet of the use of philosophy.
Ideas can stem from a belief of misunderstanding as his did, but the Philosophical tradition in my mind is the cultivation of thought and understanding in many contexts, not a response to misunderstanding.
He wasn't just arguing that philosophy fails to communicate but that it is largely arises by failure in communication.
