So what exactly are the generic conventions of "new sincerity"?

not masking your true opinions behind irony. Its a reaction against it.

Thats it? How do you judge sincerity? Why should sincerity even be valued over hyper real irony and cynicsm? What books are considered "new sincere" as opposed to old sincere?

New sincerety isn't about books. It's about attitude. You judge sincerety by just that. How sincere are you. Irony and cynicism gets us nowhere because it's just mean-spirited. Being sincere is what lets us be free and human.

It's not a real thing. Even DFW rarely engaged in unguarded sincerity. I mean, even his most emotionally raw work has an awful lot of contrivance to remind you how much of a genius the sincerely tortured soul writing it is. For all his claims to disengage from the Postmodernists, he worked pretty strictly in their conventions.

Wes Anderson does sincerity better. I'm dead serious, the same types of wacky setups DFW used in his fiction come off much more sincerely in Wes Anderson's film.

How is "new sincerity" different from sincerity

Being sincere is a one way thing. Duplicity in any way is not sincerity.

It's new because in the 90s there was no sincerety because people kept using irony. No one said anything about being duplicitous.

Its more of a call back to sincerity that evaporated during the 90s/00s

it's based on some false, stupid idea that before mass media people ran around all day declaring their true feelings loudly to anyone who would listen and frolicking freely on the summer breeze
