Is Fantasy and Sci-Fi inferior by nature to literature? For example let's say some who had the skill of Tolstoy decided to write fantasy or sci-fi books, would his works by nature be inferior to Tolstoy's novels?

maybe, i'm not going to try to spell this out coherently but human nature is rooted in reality so the ability of fiction to comment on the human experience decreases as it becomes less real; there's a tendency to caricature and wishful thinking. this can be overcome, fiction can be more real than reality, but in fact this doesn't tend to happen.

The problem with sci-fi and fantasy is that even the most intricate world-building is just a pale imitation of the depth the real world has to offer. So if your fiction takes place in the real world, it has the edge over these types of genre fiction in terms of creating a more meaningful and complex story with much less work.

Not inherently. Orwell's 1984 is classified as sci-fi for example. The problem is that teenagers flock to those genres and obsess over the window-dressing, and then grow up to write window-dressing obsessed books.
