I'm in my mid twenties with a meme degree and no skills. I managed to escape neetdom somehow but I'm still suffering from neet related habits and waste a lot of time online. I need to change something in my life.
Any decent books that might help me to cope with my current situation and give me some insights how to overcome it?

Those guys probably care about the field and their career more than you and will be motivated to improve their skills. You just need money and a stable job. There's always somebody half your age doing better than you somewhere so don't bother thinking this way because it yields nothing of value.
For resources it depends on what you want to learn. If you know a bit of Java you can transition to Python or C# easily. Pick a specialization (e.g. webdev or data) and work on a very small but doable personal project. Then use this in your applications to get an entry level job somewhere. Your first job or two will probably be shit because they are entry level, but it will give you the money and stability to be back on your feet and the beginnings of a career. Fuck the demotivation, you're going to make it.
