No, that's not even a little true. Shitty philosophers pretend to understand quantum all the time, and make ridiculous pseudoscience arguments about what quantum means, but quantum is absolutely not in any way philosophy. It's a bunch of math describing average behavior of tiny particles and its influence is well-established to disappear in practice with anything macro scale. You have to learn physics and be really fucking good at calculus before you can be a quantum physician, and it's clear you have done neither. Good luck starting though.
