Basically, you integrate the existing elites into the party and thus subject them to party discipline, then you eradicate or integrate the union leaders into the party and subject them to party discipline, then you propagandise the workers into believing their back-breaking labour is for a great national purpose that they are all a part of, then you get the disciplined party members to form cadres of true believers who are planted in each workplace to isolate and report recalcitrant individuals, then you get your secret/national/paramilitary goons to arrest/beat these individuals into submission. Then you live the life of a stationary bandit, fending off party challenges and chilling in your villa. The end.
