Personally I think that within the scientific community there is a bias toward explaining the origin of problems or phenomena as "emergent" rather than constructed. I think this style of thinking is safe in a scientific context and useful in a political one. People in these domains wave their hands at all conspiracy theories because their world is more complex and can't be influenced by single actors or a group of them.
