You should read the monarchist theorists and monarchy vs. papacy debates beginning in the 13th century and really picking up steam in the 15th

As learning and access to classical texts increase, politics also gets more and more complicated, and the arguments on either side get stronger and stronger. It's fun to follow it along through the centuries until you get to the guys straight up justifying absolute monarchy and whispering in the ear of the Stuart monarchs, ultimately leading them to their doom
