I've thought about this kind of thing. Would a king planned from the womb in an Aristocracy end up spoiled and lacking refinement from the lack of adversity and everyday life experience? Or be a Master Chief eugenic paragon? Maybe if they don't have incest this time around. Actually with fancy software and the advent of stuff like 23 and Me DNA tests I think there's alot of potential for a homogeneous utopia, with that CRISPR Gene editing shit shit we can see exponential growth of the white race don't lose hope.

To your main point, a king planned from the womb is MORE IDEAL to be a philopher king because they are raised to be that. Plato believed in caste, he wasn't some egalitarian meritocrat who thought people needed to "earn" being a philosopher king. They have to FULFILL being a philosopher king. As an aside, I remerber reading about some Southern Italian monarch who was sort of the "ideal" philosopher king of Plato's time, and he almost certainly was born an aristocrat as opposed to making himself one. This should give you an idea of who would qualify.
