I might be wrong here, but from what I read the words were just used interchangeably, Trotsky being a French speaker used the word that was more similar to the French equivalent "raciste". It's with Hirschfeld, who had no connection to Trotsky other than that both were jewish, that the word took on the meaning it has today.
