This is a meme. He proposes open issues in PI that he genuinely hopes progress can be made on.

I used to write Wittgenstein off because I just can’t get into academic philosophy especially analytics, but the more I learn about him, the more I realize he actually has genuine worth.

Better late than never. Wittgenstein will haunt you forever now, and I mean that in a good way. Its like an itch you can't scratch whenever you find yourself moving towards analytic dogmatism, or on the flip side, if you want to have a little indeterminacy in your continental soup without having to go full Derrida. And anyone with any self respect should want this.

Quick rundown on his beliefs? Why did he refuted his earlier thoughts, the same way Laws is on the Republic?

I love Shankara but I consider him more into the theology field.

Philosophy is yet to start.

Wittgenstein is the David Foster Wallace of philosophy. A hack, who rose into prominence for some unknown reasons.

Referencing DFW doesn't make your point any stronger, you're just namedropping two people you haven't read instead of one.

I would not say he refuted his old ideas. In Philosophical investigations he refers a couple of times to it to expand on ideas presented there. It's more incomplete than completely wrong.
