No it means refuting future arguments. Like if made a bad argument now, and the counterargument was proposed by Socrates, then Socrates would have retroactively refuted you. I'm not sure how anyone can "invent" this type of objection.

A pre-emptive refutation would be more like if I anticipate that you are going to make an argument during a debate and I beat you to the chase and offer the counter before you can say anything. But in a case like Parmenides, where he didn’t even know someone like Whitehead would ever exist, his argument is a retroactive refutation. I’m not sure if that even makes sense, but I tried whatever. I think maybe I just retroactively refuted myself
