It doesn't have to be everyone. It can be as low as 5% of the population, for example -- that's 375 million people. If you're part of that minority, then your rebellion is justified (that's not to say that the remaining hypothetical 95% isn't likewise justified in completely ignoring that if they don't feel affected).
