I mean it. Name me a worthy consensus and I'll show that in every case the consensus is drawn first on individual rather than universal grounds (an individual's taste). A consensus worth reaching is still just a stopgap, often in good taste and persuasive enough to be viewed as final, though with the added truth of difference, i.e. we may have irreconcilable positions but we have done the bare task of addressing that fact, we "agree to disagree." (or worse, we pretend to agree)

The universal merit of an artwork can only be "determined" by it's impression on a particularly refined individual, and that impression is in no dire situation by being uncommunicated and singular (agreement with even a single other is a detriment to the individual's absolute perspective, or, agreement signals the lack of an absolute perspective as well as the decision to make it's arrival impossible). Consensus is not required, it should not be sought, and to think of it as relevant to art is misguided.
