In fact he said that nations which treat women as if they were slaves are barbarous, and that the happiness of women ought to be as high a priority as men. The reason he thinks that women ought to be the inferior to men is because they have a deliberative faculty (unlike slaves) "but without authority", which means it holds less authority over their actions. And that ties into his theory of natural right and all that. But while he does say women are inferior, his misogyny is typically overblown.
