He believed that the people that would read his books wouldn't truly understand his reasoning. That they would dogmatically quote from text and if they were ever challenged by someone else to explain these ideas they could not do so. He believed that actually memorizing certain arguments and the rationale behind them would lead to knowledge and that a reader would only have the appearance of having said knowledge.

The fact that he was parodied by comedians like Aristophanes should be a dead give away that at least some people could tell Socrates was just fucking with people for his own enjoyment.
