Luigi was a genuine criminal who the Count was friends with. The Count most likely asked him to capture Albert so that the Count could 'rescue' Albert, so that he'd be indebted to him. It was a part of his plan to get him introduced in Paris and to Albert's family.

It's never really a drag. The book is consistently entertaining in a way a 1000 page book has no right to be. The movie and references won't impact you much, there is a lot going on so a lot will be entirely new to you.
