It's brilliant. First line is just the subject, second a state of affairs in the past tense. Yes YES evokes a sense of emotional liberation from confinement, the brevity giving a sense of speed and motion. "The tiger is out" is spoken in the present-tense, the tiger is out NOW, contrasting the past-dense of "he destroyed his cage." Replace it with "the tiger got out" and it throws off the immediacy, the immersion into this sense of liberation. The poem is a rapid movement of freedom from the past into the present that practically jumps off the page.

It's not sadism, edgelord. It's for a holiday activity book that gets passed out during their Thanksgiving program where they invite the parents to hear their kids sing songs. These recipes don't take very long to get the kids to write and put in a workbook, and getting the kids to think in recipe format has educational value even if the recipes are silly and inaccurate. These seem like first graders or kindergartners. They're five or six. They can't be rushed through basic math and English and ready for Descartes and Hobbes by their eighth birthdays, because they're just not developmentally ready for some things yet.
