It's dream-like. Locations, side characters, events just roll by with no real explanation. While it's a unique experience I never felt the urge to read past the first book. You can only tease me for so long, I have to see some rules established at some point

Yes. If you don't like re-reading, it's not for you though. Also, if you're familiar with standard SFF, then you probably will find it strange. It's more akin to Eco, Proust, and Borges than it is to GURRM.

Yes, with some caveats:

When you strip away the absolutely fantastic worldbuilding, double density prose, anachronyms, layers of allusion and obtuse, puzzle-like narration, what you are actually left with is a rather haphazard story of a man on the run who lurches from one random scenario to another, without much of a feeling of progression - you could cut the book up, paste Severian's encounters together in a different order, and not lose much sense of narrative thrust.

You also need to read the entire book to appreciate individual parts of the book to their fullest extent. Unfortunately, some people can't make it that far; it's a pretty big committment to wade through hundreds of pages of what seems like pointless shit in order to perceive the shape of the whole enough to make the detail worth being interested in.
