If they're illegal then no, as Christians are obligated to follow the law insofar as it does not conflict with their due obedience to God. If they are legal then the issue becomes more complex and I think becomes a question of 1. the purpose for which you are doing it, 2. whether you can be said to be doing it in moderation, 3. the effect upon your sobriety and overall health, etc.

Cannabis deadens the mind, decreases performance, and in general is toxic to the soul. The active compound stays there for many of days, where it decreases mental prowess. Worse, it increases the propensity for one to fall into a state of lasciviousness. The Apostle Paul wrote, "The carnal mind is enmity against God".
People who smoke weed have a inclination toward laziness and in general have impaired moral decision making and decreased activity in their frontal brains.

Other drugs have the opposite effects and can be used to a good end.
Take tobacco. The catholic church realized early on the incredible potential of the tobacco plant for instance, and how it brought brings one closer to God.
Bach said that experienced communion with God while writing his fugues and smoking pipe tobacco and said that no greater joy had ever come about in his life than these moments.

Other drugs that invoke the brain to a good end, are acceptable provided they are not used hedonistically or in doses that will damage your mind.
