I am trying to remember the passage by Jacques Ellul in his book called the Critique of the New Commonplaces. Funnily enough he just put that definition in a footnote.

What I am trying to say is that it is a synthesis of a peoples beliefs and way of life or something similar. So culture comes about through the smallest of things that can differentiate one group of people from another. The festivals of a small town, their attendance of Catholic church and repeating larger Catholic rituals in a way that is unique to their lives is an example of this synthesis I think. Really just go read that book by Jacques Ellul.
