Mass education is a waste, train the great unwashed until a grade 9 or 10 level education, with a heavy emphasis on maths, English grammar and physical education. Turn history into an "island story" style historical narrative that is affirming and easy to follow. Go Henry VIII mode and appropriate every university in the country. Imprison all the social scientists with mandatory life sentences in isolation. Restore the universities as private institutions with new staff, new locations and buildings and most importantly new names.

For the top 20% of students who actually should have some kind of higher education (high school and university) make Arts degrees one year with emphasis on the history of English literature and poetry and a foreign language component, probably a romance language or classical Greek or Latin.

You are describing a bad writer. A successful writer, or any other artist, needs to show a remarkable understanding of what's good.
And you just can't do that in a vacuum. It is therefore very easy to spot those who will become successful out of a group of students in a writing/art/etc. class. They seek critique, they want to know what others think of their work, and they improve. It's not about blindly following people's tastes, it's about maturing your own - nobody is born a genius, people grow over time. Any personal flaws will also show up in your work, consciously or not.

The problem with the "never been tried" argument is that it confuses, either intentionally or unintentionally, tried and achieved.
Communism has unarguably been TRIED, considering the better part of Eurasia lived and still lives under a COMMUNIST party of one description or another.
Has Communism been achieved? No, or not that I know of.
Saying communism hasn't been tried because former movements failed to achieve the end goal is like saying real christianity hasn't been tried because nobody's brought the second coming about.
