I'm using 'noncognitive' in the sense that being-in-the-world isn't conceptual. Plato and Aristotle thought that you're really capturing truth by making propositional statements; the world is such that its nature can be captured in a conceptual form and is fundamentally organized in a way that is amenable to the concept. When Heidegger says Hegel finished the project of western philosophy, this is because Hegel made the world not just amenable-to-concepts, but a concept itself. Heidegger rejects this primacy of the concept; his radicality is in saying that conceptual thinking is derived from being-in-the-world which is fundamentally not something that has to do with concepts. For Heidegger, there's no way for conceptual thinking to 'slip under' the pragmatic context that is being-in-the-world and displace it as an ultimate ground, so it's no wonder that you wouldn't see him taking the step towards scientific phenomenology in the way Husserl does. As I understand it, for Heidegger a scientific attitude could not reach the bedrock of Being because that bedrock is prior to concepts and science.

I am really liking this Pietersma book, and would recommend it if you're interested in both Kant and phenomenology. It's my first contact with Husserl and Merleau-Ponty.
