You should illustrate this. Children's books need illustrations and the publisher probably just didn't "get it" because the words alone aren't enough to convey the right tone you want for your book.

Slap on a couple watercolour illustrations or at least pepe edits and I'm sure you'd be able to find a willing publisher.
