GRRM is not the American Tolkien because he does not write about America. Tolkien is what he is because he writes of the history, mythology and folklore of Britain and Europe. He writes European fantasy. GRRM writes European fantasy as well, aping Tolkien.

A true American Tolkien would write a novel that had American history, mythology and folklore. Less knights and dragons; more cowboys, outlaws, pirates, conmen, revolutionaries, hillbillies, oilmen, puritans, celebrities, bikers, mafiosos, jazz singers, cops, and wrestlers.
