Except that we actually do praise artists for their technique all the time - ever taken an art class? As for Bakker, yes, his form is impressive, and his content only suffers from bad characterization and a sluggish pace. The actual worldbuilding, the philosophy behind it, the story itself is all wonderful. It's so clear that you haven't even read the guy.
Especially since you say,

You have not read Bakker, so don't even pretend. He takes philosophical and religious ideas very seriously.

I don't think you know what characterization means. Not only is what you said wrong, but it has absolutely nothing to do with characterization. When it comes to third person limited, Martin is an absolute powerhouse. It only takes a few pages with a character to get in their head and understanding where they're coming from. I can't think of a single other author in fantasy that does this - he's peerless, and thus the success of his work. He's not that deep in terms of his philosophy, sure, but in terms of storytelling he's an absolute master. ASoIaF is woven from stories within stories, with thousands of characters with their own arcs and plotlines, over the course of years - and you're never confused about what's going on when you read him.

And here I was thinking you'd have something meaningful to say, when it turns out you're just a stupid child begging for attention that knows nothing about writing an has no appreciation for anything that meets his arbitrary standards.
