The average person has always been mediocre, but the society they were living in was on the whole much more erudite and less ADHD. Things have been progressively dumbed down in America for decades.

The dumbing down of American culture and society has been going on for a while. You can see the steady decline clearly in our movies, books, art, public discourse (which is virtually nonexistent). Blame education, mass media, stupid celebrities, technology, all the distracting shit on the internet/social media, etc. The public passively accepts lower and lower standards, and here we are.
