To understand literary references in modern texts, the answer is the King James Version. If you are more interested in the ancient context of the Bible there are lots of good academic translations. Of course, being a religious text, most translations are by believers from a particular denomination. The biggest differences between denominational Bible translations is what is included, for example Catholics have more books in their Bibles than Protestants.

Depends. Most translations are fine, people who get tribal about them often have a poor understanding of the text in the first place and don't realise that there can never be a "best" translation, each has different qualities.
