Schools get funding from multiple areas. Inner city schools get state and federal grants, as well as charitable donations. Some of the best funded schools are in ghettos. They complain about old text books because their pupils tear up text books into unreadable scraps every year. Old text books are perfectly fine if you have pupils that behave.

Rich people oppose combining school destricts because catchment areas change and then their kids will have to share the school with the violent underclass, which forces them to send them to private school. Essentially they have to pay for schooling twice.

There is no fix to education that will close a 1 s.d. gap
