Haven't really killed anyone recently have you? I've stolen some books before and I've actually been called out about it as a suspect, and I felt way more paranoid about a scrap of evidence I've missed and being fully found out (rather than just baseless allegations) than actually feeling bad about the act. Of course, it is nothing like killing, but in my experience if you don't get caught, you won't feel bad about it, the regret only starts when evidence starts to pile against you, like Raskolnikov nearly botching the murder and fainting at the police station.

The other point of course is his straying from God. He has a lengthy monologue about his Napoleonic philosophy, essentially how the overman will feel no guilt over a murder that advances himself and benefits the world, but Rasky's guilt shows how on one hand he is decidedly not the overman and his realization of this, and the other how confused and deluded his mindset is. It is precisely confused because after becoming a student, he gave up on God and tried to define morality and utility in his own terms, which as you know turns out disastrously and tears his whole being apart and turns him into a paranoid mess after he realizes how much his philosophy failed, but in the abscence of God, he has to defend himself with his own now-defunct reason only. This is demonstrated quite well with the famous horse dream, where it is spiritually told how he should not beat the horse like the owner did that he witnessed while he was still in the religious upbringing of childhood, only to get overwritten immediately afterwards by his earthly logic and reasoning
