Do poetrhy rules change and are diferent for each language?

I speak both spanish and english, and english poetrhy is more about the rythm and is usually about iambic verse.

However spanish also has other rules based on the accent of the last word and they add and remove sillabes depending over if the last word is grave, aguda or esdrujula.

I'm new to this, can someone explain this?
