Notice the lack of complex expression. The vast majority of Americans and chavified Brits speak in this simplified creole, which only has room for verbs of "needing" "wanting" "having" and simple "doing," and nouns based on brand names and day-to-day tasks like "I got ta go to work bro." This is not English. These people also can't read. They are functionally illiterate. They read like a small child who doesn't enjoy reading but can scrape himself through it if he has to.

So no, most English speakers can't read Moby Dick if by English you mean the mestizo creole that has replaced it so Muslims can briefly speak to someone in London when necessary on their way to an Arabic language venue.
