that's only one side of the story, though--pretty much the position outlined by montaigne. the other is the view of history not as a collection of linear, spontaneously-generated but interrelated points of randomness but as something as a singular totality, a kairos. if you see history in this manner, then political lessons can be imparted without the theory--in fact, the theory is so much illusion that gets in the way of the real "historical arts". hence why machiavelli can point to aspects of borgia's career as events/principles to replicate or emulate, etc.
it fundamentally comes down to the form of history you want to believe in. one man says: nothing new under the sun. another man: novelty enters the world daily. both are correct.

the way i personally see it: the aim of theory is to produce a certain type of knowledge, to invite contemplation; the aim of these collected memoirs is to produce a certain type of attitude, to sanction activity.

either way, gove has a shallow collection viz. politics and ought to be judged accordingly
