Maybe I missed something, but I got the sense from the Coffers of Sauglish scene that Wütteat was a souled creature from the Wracu-planet, naturally born, not created by the Inchoroi or Progenitors, the last of his race, who was held in stasis inside the Ark as it conquered many planets. All the Wracu of Eärwa are "derived" from Wütteat the same way that Sranc are "derived" from Nonmen. That's why Wütteat is considered the Father of Dragons.
