The ultimate goal of fiction is to tell the truth. Rather, not a goal, but necessity of it's being. Fictional characters and situations signify pure intuitions of an author, a calcified form of his mind. Contrarily to that, non-fiction tells a lie; whether by being a direct witness, or merely conducting knowledge about the events that transpired, an author of non-fiction must, if unwittingly, mar them with empirical dirt of his own flawed perception and biases.
We must, therefore, conclude that fiction has a greater truth-value, thus being a more real and significant form of literature.
