The balkans was part of multiple empires which worked to improve the area; it contained multiple civilizations, all which produces literature, technology, art, etc. They were not thrust into civiliation as were many africans, and they were not discriminated against based on race. The most evidence I see for discrimination is lack of improvement and jizya. And your point doesnt stand, the balkans are still have a lower IQ than the rest of europe. If anything, this supports my claim.

Not sure what you mean by this unless you mean IQ is basically the same everywhere except greece.
Also, you have to be careful with statistical averages, if you measure a pile of 100 rocks and the average weight is 5 lbs, there are likely to be no rocks that actually weigh 5 lbs. Just lots of 7's and 3's, and 5.45's ...
