This is only true about artists post-WWII. Being able to perceive and interpret the cultural/spiritual zeitgeist of their era + understanding the philosophical currents relevant to it was an integral part of an artist's life. The decline in the artist's status happened in the second half of the XXth century for various reasons. But the artist used to bear an intellectual and political influence that was acknowledged by culture. As exemplified by the Russian and European avant-garde/futurist movements but also prior movements like art nouveau and symbolism. And many more. Art used to have a real rhetoric behind it.
