I guess. That sort of thing would be banned from danmaku though. However, I see the potential for her powers being used to alter an enemy's shot pattern. I wonder if that would be allowed according to the spellcard rules.

pure liquid water being denser than pure solid water...what you are describing is self-contradictory.
Now... it could work if, for example, you compare water composed of heavy isotopes of oxygen and hydrogen to ice containing light isotopes of oxygen. But in order for the respective densities to be altered enough to make the liquid denser than the solid...the resulting molecular instabilities would certainly cause a cataclysmic chain reaction that no one in Gensokyo would be able to fight against.

Of course it's highly unlikely she'd even be powerful enough to make liquid water denser than solid water; the energy required to do so is quite immense. People really love to try to compare power levels of Touhou characters, but I see a lot of flawed assumptions of capabilities that assume too many absolutes.

There are limits, but the limits are based off bullshit principles and not, say, thermodynamic principles of the real world know. Maybe she creates a localized space where the strength of the Van der Waals forces governing molecular interactions are yea stronger or weaker than they normally are.

All of this is a fucking moot point anyway because water at 4 degrees Celsius is denser than ice anyway.
