Morrowind was the worst. I basically brute forced/exhaustive searched all the NPCs in that game. I hear someone was working on a mod to actually make NPCs have individual dialogue, but frankly I'm glad I never installed it.

That mod was awful and most of the dialogue was completely out of place. Not lolsorandom or anything but for example one of the first NPCs I talked to told me a story about how he quit the arena because someone tried to but his balls off in a fight.

It just took me out of the game, no one speaks like that in morrowind.
