You seem to think that something can't be wrong unless something actually happens. If you want me to put it in your terms, then consuming this media is wrong. A lot of laws depend on artistic or scientific value already, so sorting that out shouldn't be too much of a problem even if the results are always controversial. Morality does enter into laws. Killing someone is immoral. There are people who disagree. Tough shit, it's the law. I think being sexually attracted to children is immoral, even if you "can't help it" (PROTIP: stop watching paedo cartoons). Child porn (both 2D and 3D) is already illegal in most parts of the civilized world, is that "thought crime"? Or does that count as doing something in your eyes?
