You'll want a tablet (Wacom brand is best, you can get a low-end one for under $100) and either Photoshop or Painter (some people swear by free programs like Gimp, but in the end, it just isn't as powerful/supported). You can find good digital landscape painting tutorials all over the web and in magazines such as ImagineFX. Of course, having a foundational knowledge of illustration is important.
